A ratio utility billing system, or RUBS, allocates shared utility expenses across multiple units in an apartment complex without requiring separate meters on each unit. Instead of installing submetering equipment, property managers use a mathematical formula based on factors such as unit square footage, occupancy (number of residents), or fixture count to distribute the total bill from the master meter among tenants.

In the San Antonio market, many older multifamily properties use RUBS for utilities like water, sewer, and trash collection, since retrofitting hundreds of units with individual meters can be prohibitively expensive. The system creates a direct link between occupancy levels and costs, encouraging residents to use utilities responsibly since their share reflects their footprint in the building.

RUBS differs from traditional master metering, where the landlord absorbs all costs without passing them to residents. It also differs from submetering, which measures each unit's actual consumption.
